广西桂林市南溪河防洪排涝泵站扩容改造方案分析

        摘  要   以南溪河防洪排涝泵站扩容改造工程为例,从经济、技术方面考虑站址的选择,对南溪河泵站扩容改造项目的结构进行设计,重新规划设计的南溪河防洪排涝泵站扩容改造方案满足使用要求。

1  概况
        南溪河防洪排涝泵站是一座以防洪排涝为主要目的的泵站。泵站位于广西桂林市南溪河出口上游230m处,主要建筑物包括:防洪排涝闸一座,泵站一座。1999年11月,南溪河防洪排涝泵站建成,防洪排涝闸位置以上流域集水面积都是按24.0km2进行设计。由于近年来,桂林市区城市建设及管网改造和其他工程措施引起了南溪河流域面积的改变,集水面积增大了8.6km2。由于面积增大,在同一设计频率下,洪量和峰值亦会增加,已实施的工程措施已不能满足南溪河中下游两岸的防洪排涝要求,洪涝灾害造成的损失越来越严重。现状工程的自排能力及抽排能力不足,亟待扩容改建。
2  排涝泵站扩容改造工程选址
2.1  站址选择
        现状排涝泵站布置在南溪河右岸,全长31.54m,宽12.55m,共布置9台轴流式泵,装机容量为9×315kw。单台抽排流量为4.716m3/s,即共抽排流量为42.444 m3/s,(现实际排流量为40.8 m3/s)控制室也布置在右岸。现状南溪河主河道上,已有两孔排洪闸,为确保与南溪河公园枯水期水位145.8m一致,应桂林市园林局和南溪公园要求,在防洪排涝闸左侧另设一控制闸。
        南溪河泵站扩容改造工程主要建筑物包括:改造防洪排涝闸一座,泵站一座,进水池长11m,变压器室一间。
        根据现场勘察,扩容改造站址选择两个方案进行比较,即左岸和右岸两个方案进行比较。
        2.1.1方案一:左岸方案
         左岸河岸地面高程在149.1m~149.7m之间,地形平坦。

泵房布置在南溪河左岸,并在原控制闸上游20m左右设置新增泵房的一条箱涵式引水渠。引水渠宽6.4m,进口设置一道6.4m宽的拦污栅,拦污栅下设置一个拦沙墩。前池后接泵房,泵房宽8.4m,长12m。最后接6.2m长的出水池。出水池后汇入南溪河。变压器室布置在南溪河右岸原泵房上游二级堤上,尺寸为4.28m×5.96m(长×宽)。
        2.1.2方案二:右房方案
        右岸河岸地面高程在149.0m~149.7m之间,地形较平坦。设计开挖深度9.0m~11.0m,基础置于基岩及粉砂层。由于粉砂层承载力低,不能直接作为地基基础持力层,粉砂层经过地基处理后,亦能达到承载力要求。本次设计泵房基础处于粉砂层,不满足承载力要求,对该地基需进行水泥搅拌桩处理。根据地形与地质情况,在原泵房右岸新增泵房的一条箱涵式进水池,进水池长11m,宽5m,进口设置一道5m宽的拦污栅。池后接泵房,泵房长12m,宽8.4m,其后接6.2m长的出水池,出水池后汇入南溪河。出水池右侧采用灌注桩墙,左岸采用C25砼柱,顶部采用C25砼盖板恢复原砼路面,并衔接原砼路面。变压器室布置在南溪河右岸原泵房上游二级堤上,尺寸为4.28m×5.96(长×宽)。
        方案一:缺点:(1)左岸上游50m左右为房子,下游80m左右为美术馆。新建泵房位置地块属于美术馆,美术馆属于历史保护对象,不能破坏。该地块属于国有土地,需经国务院批准划拨,难度大。(2)整个布置较长,工程费用较高。优点:(1)左岸泵房砼路面与5处南溪公园的休闲景观草坪相连,平地较多,足够布置新建的泵房,(2)不增加拆迁工作与费用。(3)施工时不影响原泵站的运行,施工方便。(4)地质条件好。
        方案二:缺点:(1)地形狭窄,上下游均靠近南溪山医院的围墙,需拆除南溪山医院的围墙及南溪山医院靠近围墙处的房子,征地难度大及费用高;(2)现状泵房与控制室的空地是泵房与控制室衔接布线的主要通道,泵房与控制室的连接需重新布置。(3)施工时将影响现泵房的正常使用,影响施工。(4)地质条件差。优点:(1)结构紧凑,进水池短,工程费用较低。(2)征地与南溪山医院好协调,容易实施。
综上所述,本次设计选取新建泵站布置在右岸,即方案二作为推荐方案。
2.2 防洪排涝闸址选择
        原排涝闸布置在南溪河主河道上,全长66.8m,其中闸室长9.9m,宽12.6m,共布置2孔,每孔净宽4.5m。现状的闸孔泄流为124.42m3/s,小于设计Qm=197.6 m3/s(P=2%),原排涝闸泄流能力不足,需要在增设一孔闸门。原河道的右岸已布置了泵房,泵房距离南溪山医院较近,征地难度大及费用高,且现状泵房与控制室的空地是泵房与控制室衔接布线的主要通道,若如增设闸门布置在右岸,则泵房与控制室的连接需重新布置,施工时将影响现状泵房的正常使用,不利施工。另为,与原两孔闸门亦不好控制与管理。
        综合上述,本次设计拆除原左侧孔口尺寸的2m×1m(宽×高)的控制闸,在原控制闸位置新建一座孔口尺寸5m×3m(宽×高)的防洪排涝闸。
3  结构设计
3.1 泵站结构设计
        泵房从下往上分为流道层及进水池、水泵层、井盖层,各层分述如下:
        流道层及进水池布置在最下面,进口段长10.3m,前端2.8m为进水池,后端7.5m为流道层,宽13.2m。共布置2孔,每孔净宽3.4m,其间布置1个隔墩及左右边墩,隔墩厚度均为0.4m,左右边墩厚度均为1m,。
        水泵层布置在中间层,水泵层位于流道层上方,长7.5m,宽6.4m,水泵共布置2台Amacan PA4 1200-870轴流式泵,电动机型号Amacan PA4 1200-870潜水轴流泵,装机容量2×280kW,单台抽排流量为4.11m3/s,即共抽排流量为7.96m3/s。抽排水通过拍门进入消力池,然后进入外江,消力池长6.2m、宽6.4m。
        井盖层位于最上层。井盖层位于水泵层上方,水泵、拍门等机械设备的安装、检修均由井盖层往下吊装。井盖采用C25钢筋混凝土预制盖板。
        变压器房均布置在泵房右岸,为单层砌体结构,宽度与长度分别为4.28m和5.96m。层高均为4.2m。建筑物外墙贴乳白色仿石砖,挑檐面贴灰蓝色波纹装饰瓦,檐沟底面、内墙与天花板均刮钢化腻子并涮乳白色涂料。屋面向两边泛水,材料找坡坡度为2%,檐沟泛水坡度1%,坡向四角落水口。窗为塑钢窗,地面为贴陶瓷地砖地面,门均为铝合金地弹门(防火防爆玻璃)。
3.2排涝闸结构设计
        新建防洪排涝闸采用整体式结构,无坎宽顶堰形式,泵房引水渠段进口处至闸门,闸孔尺寸5.0m×3.0m(宽×高),闸上布置胸墙,闸门顶设置交通桥,桥上设置1.2m高料石栏杆。闸门两侧各设置1.2m宽的C25钢筋砼边墩,闸后接C25钢筋砼消力池,消力池长9m,底板厚0.5m;消力池后接长46m,厚0.5m的干砌石海漫,其中有5米为防冲槽,厚0.8m。防洪排涝闸靠岸侧设置C25钢筋砼挡墙,挡墙基础坐落在稍密砂卵石层上,挡墙采用悬臂式形式,顶宽0.5m,迎水侧直立,背水侧1:0.2,墙顶设置1.2m高料石栏杆。
4  结束语
        桂江是广西重点河流,南溪河为桂江的支流,建设南溪泵站扩容改造工程,提高南溪河沿岸抗御灾害能力,为内江沿岸居民创造一个良好、安定的生产生活环境,避免因洪涝灾害而造成的对社会各种危害。
